A Lancaster County District Court judge ruled petitions circulated by Nebraskans for Medical Marijuana were legally sufficient on Tuesday, dismissing a legal challenge that sought to have the successful initiatives rendered void. Judge Susan Strong said attorneys for former state Sen. John Kuehn and Secretary of State Bob Evnen were only able to show a few hundred signatures were invalid on both petitions, well short of the number needed to declare them insufficient. “After reviewing the evidence, the court finds that they have fallen short,” Strong wrote in a 57-page order made public late Tuesday afternoon. “The court therefore declares that the ballot initiatives contain a legally sufficient number of signatures.” The ruling comes three weeks after both petitions won broad support at the Nov. 5 election. The first petition, which legalizes cannabis for medical use in Nebraska, received the support of nearly 71% of voters, while the second, which enacts regulations for medical marijuana, won the support of 67% of voters. Both initiatives are set to be certified by the Board of State Canvassers on Monday and will take effect 10 days later. The case originated when Kuehn, a staunch opponent of marijuana legalization in Nebraska, sued Evnen on Sept. 12 to stop the petitions circulated by Nebraskans for Medical Marijuana from being certified for the general election ballot. Evnen certified the petitions the next day hours after Attorney General Mike Hilgers announced criminal charges against a paid circulator for the ballot campaign who later admitted to forging signatures to petition sheets he found in a phone book. A week later, Evnen filed a cross-claim against Nebraskans for Medical Marijuana, alleging the wrongdoing uncovered in the attorney general’s investigation could render tens of thousands of signatures invalid. His court filing asked a judge to determine whether or not the initiatives should be declared legally insufficient and removed from the ballot or the election results deemed void. The four-day civil trial , which ended on Nov. 4, focused on the actions of two circulators — Michael Egbert and Jennifer Henning — who described signing petition sheets outside the presence of a notary, in violation of the rules for those officials. Attorneys for Kuehn and Evnen, who was represented by Hilgers’ office, also pointed to what they described as sloppy or potentially fraudulent actions by circulators and notaries that may have affected enough voter signatures to sink the initiatives. In her order, Strong agreed to rule the signatures gathered by Egbert, who admitted to forging names he found in a phone book, as invalid and have them removed. Egbert, a paid circulator for the campaign from Grand Island, submitted 487 signatures on the legalization petition and 541 signatures for the regulatory petition. Strong also said signatures on petition sheets attorneys for Kuehn and Evnen had proven were improperly notarized by several people working for the Nebraskans for Medical Marijuana campaign would also lose the presumption of validity. That included 221 signatures on the legalization petitions and 285 signatures on the regulatory petitions, according to Strong's order. In all, Strong determined a total of 708 signatures on the legalization petition and 826 on the regulatory petition had lost the presumption of validity, while an additional three names signed to petition sheets after they had been notarized were also removed. "This case was about numbers," Strong wrote. "Thus, to prevail in this action, (Kuehn and Evnen) had to show that more than 3,463 signatures on the legalization petition and 3,357 signatures on the regulatory petition are invalid. "The plaintiff and secretary are well short," the judge added. Daniel Gutman, an attorney for Nebraskans for Medical Marijuana, said in a brief phone interview Tuesday evening he was pleased with Strong's result. "We appreciate the court's thorough review of this case in an expedited timeframe and agree with the result," Gutman said. "We have always been confident in the process in which the campaign collected signatures, as confirmed by the court's decision today.' AG weighing options for appeal On Tuesday, a spokeswoman for Hilgers said the attorney general was weighing his options for appeal. "We appreciate the court's time and thoughtful consideration in declining this matter," the attorney general's office said in an email. "We are reviewing the decision and considering next step." Strong’s order follows resolutions reached in two other cases tied to the effort to legalize medical marijuana. Egbert, who hinted during his testimony that he was appearing in exchange for a reduced sentence in Hall County, pleaded guilty to attempted false swearing to a circulator’s affidavit days after the civil trial ended. In exchange for the guilty plea , Hall County Attorney Martin Klein agreed to reduce Egbert's charge from a Class IV felony to a Class I misdemeanor. Egbert, who admitted to forging the signatures of names he found in a phone book, was sentenced to pay a $250 fine. But the former Marine also told the court he was told he would be "covered" if he testified in the civil trial, though he had difficulty describing what that term meant, citing a neurological condition that sometimes affects his memory. And late last week, a Hall County judge dismissed two dozen criminal charges against a notary public accused of notarizing petitions outside the presence of the circulator. Jacy Todd, a York man who owned a CBD shop in Grand Island, was charged with 24 counts of official misconduct, a Class II misdemeanor punishable by up to six months in jail and a $1,000 fine. Judge Alfred E. Corey III said while the functions performed by notaries are important, Todd was not acting as a government official when he signed petitions submitted by Egbert. Herbert enters the Los Angeles Chargers' game against the Tampa Bay Buccaneers on Sunday having thrown 335 passes without a pick. That's the fifth-longest run in league history. Aaron Rodgers holds the record of 402 for Green Bay in 2018. “It’s one of those things where you go play quarterback and you’re not worried about it. If I throw an interception, it is what it is,” Herbert said. “I’m doing everything I can to take care of the ball and make sure that I’m not putting the team in harm’s way. At the end of the day, you got to be aggressive downfield and you got to take your shots.” Herbert suffered a sprained left ankle and bruised left leg in last Sunday's 19-17 loss at Kansas City . He practiced Thursday after sitting out Wednesday. HOUSTON (AP) — The Astros welcomed first baseman Christian Walker to the team Monday, in one of two moves that almost certainly marks the end of Alex Bregman’s time in Houston. Walker signed a $60 million, three-year contract that will pay him $20 million annually just more than a week after the Astros acquired infielder Isaac Paredes from Cubs in the trade that sent outfielder Kyle Tucker to Chicago . “The way I view it right now is Paredes is going to play third base and Walker is going to play first base,” general manager Dana Brown said Monday. “And Bregman’s still a free agent.” The Astros had hoped to re-sign Bregman, the team’s third baseman for the last nine seasons, but Brown said the negotiations stalled. “I thought we made a really competitive offer, showing that we wanted him back,” he said. “But we had to pursue other options. We couldn’t just sit there. Hidden among the famed Terracotta Army , this rare find is unlike anything seen in decades, shedding new light on the organisation and leadership of an army frozen in time for over two millennia. The breakthrough came in Pit Two of the sprawling mausoleum in Shaanxi province, where researchers unearthed a life-sized statue believed to depict a high-ranking general. Distinguished by its ornate armour, elaborate headdress, and distinctive posture, the figure is only the 10th officer found since the Terracotta Army was first discovered in 1974. “Based on its location, we believe this figure was likely the highest-ranking military commander of this unit," said Zhu Sihong, head of the excavation project. Accompanying the general were two chariots, three clay horses, and two additional figurines. Read more on ancient finds "The arrangement of the high-ranking officers in the military formation reflected the military strategy, such as [the] commanding system in the Qin dynasty," said Xiuzhen Janice Li, an archaeologist from the University of Oxford . These artefacts offer a rare glimpse into the strategic formations and command structure of the Qin dynasty’s military, believed to have been created to protect Emperor Qin Shi Huang in the afterlife. The Terracotta Army, a UNESCO World Heritage Site since 1987, has long been one of the most iconic archaeological discoveries of modern times. Originally stumbled upon by local farmers digging a well, the site has since revealed over 2,000 life-size statues, with experts estimating as many as 8,000 remain buried. From infantry soldiers to cavalry and crossbowmen, the warriors were crafted with meticulous attention to detail and equipped with weapons such as swords and spears. "These adornments on the high-ranking officers indicate how special they are," Li said. "The style and colour of the adornments featured the aesthetic taste and social status symbols [of the time.]" The excavation of Pit Two began in earnest in 1994, with formal digs resuming in 2015. This latest discovery comes as the Terracotta Warriors mark 50 years since their initial unearthing, underscoring the site’s enduring capacity to yield new treasures. Restoration of the newly discovered figurine is already underway. Experts are carefully cleaning and reassembling the general, a process that will precede detailed analysis and eventual public display. Despite the progress, many mysteries linger. THE Terracotta Warriors are a collection of life-sized clay statues that were created to accompany Emperor Qin Shi Huang, the first emperor of China, in his mausoleum. These figures, buried over 2,000 years ago, are part of a vast funerary complex in Xi’an, Shaanxi province, constructed to protect the emperor in the afterlife. Discovered in 1974 by local farmers digging a well, the warriors are considered one of the most significant archaeological discoveries of the 20th century. They are arranged in military formations across three large pits and represent the emperor's army. Archaeologists have excavated over 2,000 figures, but it is estimated there could be as many as 8,000 still buried. The army includes infantry soldiers, archers, cavalry, charioteers, and generals, as well as horses and chariots. Each warrior is unique, with individualised facial features, hairstyles, and expressions. They were originally painted in vibrant colours, though much of the paint has faded over time. The figures were equipped with real weapons, such as swords, spears, and crossbows. Many of these weapons were advanced for their time, showcasing the sophistication of Qin dynasty military technology. The statues were crafted using a combination of molds and hand sculpting. They were made in pieces and then assembled, standing approximately 6 feet tall and weighing hundreds of pounds each. The Terracotta Army was intended to be a guardian force to protect Emperor Qin Shi Huang in the afterlife and ensure his continued dominance even after death. The site, now part of the Mausoleum of the First Qin Emperor, is a UNESCO World Heritage Site and continues to be an active archaeological excavation, with new discoveries still being made.

More than two weeks after the 2024 election, the White House says President-elect Donald Trump and his team still haven’t executed the legal documents required to officially start the transition process. Trump is due to take the presidential oath of office on the Capitol steps in just under 60 days. Yet, White House Press Secretary Karine Jean-Pierre said Thursday that the Trump-Vance team “not yet entered into the agreements with the White House and the General Service Administration” despite ongoing efforts to negotiate involving White House Chief of Staff Jeff Zients and his incoming Trump administration counterpart, Susie Wiles. Last week, Democratic Senator Elizabeth Warren of Massachusetts said the Trump transition team was “breaking the law” by not signing the memoranda, which include required ethics agreements. Jean-Pierre said Zients has “reached out” to Trump transition co-chairs Howard Lutnick and Linda McMahon and has “consistently reiterated ... wanting to work together and making sure that they have what they need.” “So we're going to continue to engage with the Trump transition team to ensure that we do have that efficient, effective transition of power, and in those conversations, we certainly are stressing that the White House and the administration stand ready to provide assistance, and that access to services and information,” she said. “So those conversations continue, and we want this to go smoothly, and that's what we're trying to get to.” Without the signed documents, Trump’s team cannot access any government resources made available to incoming administrations. They cannot enter any government buildings or speak to any currently serving government personnel — including the Biden administration officials they are replacing. “ Donald Trump and his transition team are already breaking the law. I would know because I wrote the law. Incoming presidents are required to prevent conflicts of interest and sign an ethics agreement,” Warren wrote in a post on X/Twitter last week. She added: “This is what illegal corruption looks like.” Before September 1, candidates are supposed to enter into a memorandum of understanding with the General Services Administration to get a hold of support services. Before October 1, candidates are supposed to enter into a memorandum of understanding with the federal government regarding conditions of access to agencies — and that includes an ethics plan. As of now, neither document has been executed. The laws governing presidential transitions are set up to ensure both a peaceful transfer of power and to safeguard national security by allowing incoming officials to receive temporary security clearances required before they can be brought up to speed on threats facing the country. After the September 11, 2001 terror attacks on New York and Washington, the presidential commission charged with investigating the attacks found that the truncated transition between the Clinton administration and the George W Bush administration — caused by the disputed 2000 election which ended up in a recount that took months to resolve by the Supreme Court — resulted in delays before Bush’s team was able to get up to speed. The commission said national security was harmed by the delays, particularly by how they hampered the confirmation of Bush’s national security team.Billionaire Elon Musk has been using his social media platform X to go to bat for President-elect Donald Trump's cabinet picks and promote his own preferred candidates, advocating for choices he views as change agents who will help remake the US government. In several high-profile cases, however, Musk backed people who either lost out on the roles or withdrew from consideration, suggesting some early limits to the Republican mega donor's influence even as he has emerged as one of Trump's most powerful allies. Musk, who has 206 million followers on X, posted or reposted about Trump's cabinet picks more than 70 times between Nov. 7 and Nov. 20, a Reuters review found. Though the posts represented just a fraction of his more than 2,000 posts during that period, Musk in many cases used them to give attention to Trump's most controversial choices, including former Democratic congresswoman Tulsi Gabbard for US intelligence chief and environmental activist Robert F. Kennedy Jr to lead the top US health agency. Musk most enthusiastically rallied support for Matt Gaetz, the former congressman Trump initially tapped to be his attorney general. In the days following Gaetz's Nov. 13 nomination, Musk posted 37 times about Gaetz or his wife Ginger, mostly in positive terms. That was far more than his posts about Trump's other appointments. Gaetz backed out of consideration on Nov. 21, saying his candidacy had become a distraction for Trump amid allegations of sexual misconduct and illicit drug abuse. He has denied wrongdoing. For Trump's Treasury secretary, Musk pushed for Wall Street financier Howard Lutnick over hedge fund manager Scott Bessent, whom Musk dismissed as "a business-as-usual choice." Bessent got the job anyway. And in a separate fight over Senate leadership, Musk's endorsed candidate also came up short. One Trump ally said those misses showed the limitations of Musk's sway. Musk's reach on X "doesn’t mean he’s an effective advocate for his positions or chosen cabinet members," the Trump ally said. "He's still learning how to operate in politics." Spokespeople for X and Musk did not respond to Reuters requests for comment for this story. Musk, who owns X and rocket company SpaceX and is chief executive of the electric car company Tesla Inc. TSLA.O, poured at least $119 million into getting Trump elected and has been a near-constant fixture at Trump's Florida residence, Mar-a-Lago, since his election victory earlier this month. The two men attended an Ultimate Fighting Championship event in New York and a SpaceX launch in Texas, and Musk traveled with Trump to Washington for his meeting with President Joe Biden. On Saturday, Musk reposted a photo that showed him sitting with Trump, Lutnick and Republican Senator Joni Ernst at Mar-a-Lago, where they were discussing cabinet nominees, according to the caption. "Elon Musk and President Trump are great friends and brilliant leaders working together to Make America Great Again. Elon Musk is a once-in-a-generation business leader, and our federal bureaucracy will certainly benefit from his ideas and efficiency," said Brian Hughes, a spokesperson for the Trump transition team. Musk's close proximity to Trump has prompted some hand-wringing and complaints from the transition team, who were not accustomed to him being around so much, according to two sources close to Trump staff. Amid increased scrutiny of his unusual role, Musk wrote in a post on X on Nov. 20 that while he had offered his opinion on some candidates, he was not in charge. "Many selections occur without my knowledge and decisions are 100% that of the President," Musk said. Musk's typical posts consist either of an emoji or a short response to other posts. "Exactly," he wrote on Nov. 14, in response to a post noting that Trump's cabinet picks were "young outsiders" who "skipped the line." He responded with “Awesome” and a smile emoji on Nov. 13 to a post that said: “They put Tulsi Gabbard on a terror watchlist. Now she’s Director of National Intelligence. The biggest ‘F you’ to the Deep State Swamp.” On Nov. 16, as questions swirled about who Trump would pick for his Treasury secretary, Musk wrote on X that Bessent was "a business-as-usual choice," while Lutnick would "actually enact change." Musk also lobbied against Bessent internally, two sources close to Trump said. His efforts fell flat. On Nov. 22, Trump tapped Bessent for the job. Earlier in the month, Musk threw his support behind Republican Senator Rick Scott for Senate majority leader. Trump chose not to weigh in, and Scott ultimately lost to Senator John Thune for the position. One source close to Musk was struck by Musk's willingness to stick with Trump even after he’s been “shut down a couple of times” by the president-elect. "That’s very rare for a billionaire," the source said. "In general when they don’t get what they want, they walk away." The source said Musk was committed to Trump's government efficiency efforts. "He's really focused on the goal," the source said. Another test of Musk's influence lies ahead. Since the election, he has posted six times in support of Trump loyalist Kash Patel running the FBI. Patel, who served on Trump's National Security Council during his first term, has promised to go after politicians and journalists perceived to be enemies of Trump. Musk's X posts make clear that he sees Patel as the best option for change and reform. The Transport Ministry aims to invest almost 300 billion baht to expand a raft of dual railway tracks next year. Transport Minister Suriya Jungrungreangkit announced the plan to accelerate the implementation of the second phase, which will cover six dual-track railway projects. These routes span a total of 1,312 kilometres with a combined budget of 298.06 billion baht. Currently, the projects have received approval from the Budget Bureau and are awaiting review by the Finance Ministry and the Office of the National Economic and Social Development Council (NESDC). Feedback from both agencies is expected by the end of this month, with the cabinet's approval anticipated by January, Mr Suriya said. The six dual-track railway routes are Pak Nam Pho-Den Chai (281 kilometres, 81.14 billion baht), Chira Junction-Ubon Ratchathani (308km, 44.1 billion baht), Hat Yai-Padang Besar (45km, 7.9 billion baht), Chumphon-Surat Thani (168km, 30.42 billion baht), Surat Thani-Hat Yai-Songkhla (321km, 66.27 billion baht) and Den Chai-Chiang Mai (189km, 68.22 billion baht). Additionally, the second phase of the high-speed railway project connecting Bangkok and Nong Khai, which stretches 357.12km and is worth 341 billion baht, is under review by the Finance Ministry and the NESDC. The review is expected to be completed within two months, with bidding anticipated within the next year. Meanwhile, the ministry also reported the latest developments in the construction of a dual-track railway connecting Khon Kaen and Nong Khai in the northeastern region. The 28.67-billion-baht contract was recently signed by State Railway of Thailand (SRT) governor Veeris Ammarapala and CHO Thavee-AS Construction, a joint venture. The project aligns with the government's logistics development strategy aimed at enhancing rail transport efficiency and connectivity with neighbouring countries, including Laos and China. The project includes building a new track parallel to the existing one, spanning 167km, with 14 stations, four stopping points, three freight terminals and advanced signal and telecommunication systems. Completion is expected by 2028.
